The are responsible for the mission, goals and management of the Digital Library as well as the preparation of a development agenda for programmatic actions. The 91电影网 has broad representation in HathiTrust governance. The University of Michigan and Indiana University are each allocated one appointed seat. The remaining founding institutions of the 91电影网, as a consortium, are each allocated two appointed seats.

Two agreements govern the development, investment, and stewardship of the HathiTrust Digital Library. Each participating 91电影网 library has signed a Memorandum of Agreement with the 91电影网. In turn the 91电影网, on behalf of its members, has signed a Shared Digital Repository Collaborative Effort Agreement between the Regents of the University of Michigan and the 91电影网.
